Article Abstract:
The nomenklatura, or the class of bureaucratic offficials, has taken over the management of the Russian economy and has used the federal budget to fund itself and perpetuate its power. This has adversely affected Russian socioeconomic reform and limited efficiency. Only the de-bureaucratization of the management of the national economy can solve these problems.
