United Kingdom public spending is less than expected, partly because debt servicing costs have fallen. Interest rates have been cut and may fall further. A technical recession could occur in 1999, but the services sector appears strong, and revived consumer confidence is also helping to boost demand. The residential real estate market could slow in 1999, and manufacturing business investment may fall. Companies have invested though profits have been under pressure, andthey have taken on debt to do so.
