City sizes in terms of fast, slow and still patterns of urbanization are described, citing instances from localities in France and the United States. The quality ladder model for growth determines fast industrial growth and employment data, slow mobility and stable urban populations in cities.

Product differentiation results from cumulative cost-reduction subject to spillovers which may be weak or strong. Differentiation stays and investments continue where spillovers are weak, but where they are strong, costs are less and less as standardization arise.
