The United States Reagan Administration is asking for a fourteen per cent increase in military spending. NATO countries do not want to increase military outlays. Non- nuclear or deep-attack weapons are more expensive. NATO should not rely on nuclear weapons, but European taxpayers must be willing to pay the cost.

Russia left the Euromissile talks as soon as the first new United States missiles were delivered to North Atlantic Treaty Organization (NATO). NATO would benefit from an arms-control agreement because of money and member solidarity. The Russians can probably be enticed back.
