A tendency to divergence
Article Abstract:
A study looking into how the training and education systems in the 15 members of the European Union found some of their overall education policies had come into line. But the actual education systems were as variable in the 1990s as they had been in the 1980s. Convergence was thought to not have occurred because education was based on needs of national labour markets and was influenced by historical educational practices. Although all the countries faced similar challenges, such as the introduction of new technologies. The study looked at education and training between 1985-1998.

Exam-sitting targets (Further Education)
Article Abstract:
The government's decision to give colleges more autonomy was aimed at improving efficiency and it also place Further Education (FE) at the centre of policies for achieving higher skill and qualification levels. However the system is still fragmented and FEFC inspectors have reported a reduction in class contract for students on some GNVQ courses, and many colleges have not made sufficient investment in core skills provision and quality assurance systems.

Policy-makers are becoming more aware of the role of learning in creating social cohesion. Traditional institutions are becoming less influential socially, and education is therefore a vital force for solidarity.
