Block Grant Update; Where the Money Goes
Article Abstract:
With the distribution of the Education Consolidation and Improvement Act (ECIA)'s Chapter 2 funds, it becomes time to see if the claims for block grants were realized. Instead of increased flexibility to meet state and local educational needs, few changes have been made in programs, and fewer dollars are available for actual program improvement. Funds are not available for innovative or improved local practices. Parents and teachers will need to show state advisory committees that they are concerned that the potential of block grant programs is not being met. A letter writing campaign or teacher-written proposals to use Chapter 2 funds are suggested.

Thinking Is a Basic Skill
Article Abstract:
In 1983, national reports on education reported deficiencies in skills such as analysis, synthesis, critical and creative thinking and problem solving. Research has proven that these higher order skills can be taught, and several teaching packages have been developed to teach them. Several guidelines are presented which will help schools select the appropriate programs for their students. A short description and bibliograpic information is provided for five programs that are designed to improve specific thinking skills.

The amount that business should influence education is a controversial issue. Corporate grants for school programs is one aspect of that role. Tandy, Apple, Digital Equipment, Hewlett-Packard, and IBM are a few of the larger companies with lower education grant programs. Each grant is different in scope and amount.
