Article Abstract:
The Alvey programme in 1983 still affects advanced information technology, not least by its decision that there would be a single programme embracing both hardware and software enabling technology. The programme involved 350 million pounds sterling, 70 million of this going to academe. In the wake of Alvey, the IT86 committee, chaired by Sir Austin Bide, recommended strong user involvement in demonstration projects and linked research efforts. Funding would amount to 550 million pounds sterling, the government contributing 300 million with 50 million of this for university research. Research now needs to be looked at again in the light of recent developments, especially with regard to allocation of funds.

Article Abstract:
It has long been believed in the UK that no university teaching is much good unless it is supported by good research, and during the late 60's and early 70's large amounts of money were spent on this so-called dual support system. Towards the end of the 70's such funding to universities began to encounter competition from outside and the dual support system virtually fell apart. Something needs to be done and graduate schools are suggested as a way forward. They should operate as cost centres and be directed by a top quality research manager whose overriding aim is excellence of research. The problem of differentiation between teaching and research staff would need to be addressed.

Mission in the market place
Article Abstract:
The UK government feels that scientific research should reflect wealth creation. To this end tow new research councils were created in 1993: the Engineering and Physical Sciences Research Council (EPRSC) and the Biotechnology and Biology Research Council. Critics say this is likely to lead to applied science being given preferential treatment over pure science. Each research council will have a mission to further emphasise its role.
