Debt and division in Canada
Article Abstract:
The pre-election budget of Canada's ruling Liberal Party includes a series of student assistance measures that will cost more than Can$170 million/yr. Student indebtedness has increased massively following cutbacks in the assistance scheme in the early 1990s and the measures represent the largest single cash infusion into student assistance in Canadian history. However there is concern over the budget's promise of a new loan repayment option which appears to resemble the New-Zealand style income-contingent loan repayment scheme proposed and withdrawn in a humiliating manner in 1995.

Debt in the thesis trap: third-world research is booming - but costs outweigh the benefits
Article Abstract:
It is argued that much of the research done towards theses in third-world countries is not beneficial to the host country. Often no attempt is made at producing work which could be the basis of decision-making. Practical topics such as food prices are not decided on analysis but on other factors, often political. Third-world countries cannot afford to buy journals giving the results which quickly become obsolete.

Rejection slip for an unused accord; plans to reform Canada's constitution are in tatters
Article Abstract:
Canadians voted against altering their country's constitution in Nov 1992. A Yes vote would have allowed Quebec and Canada's aboriginal population to govern themselves. Quebec would have gained more seats in the parliament, and the upper house would have been elected into power. Provinces would have had the opportunity to withdraw from some shared projects.
