Drawing lots no answer to chronic overcrowding
Article Abstract:
All students with a school-leaving certificate in Germany are eligible for a university place. There are 850,000 places and 1.8 million students. The problems have been deepened by reunification and the recession. German students do not finish studying until they are in their late twenties, some claim this results in lack of competition with other European countries. A working party will report and suggest reforms to a meeting of ministers in summer 1993.
