Article Abstract:
The Liberal Democrat spokesperson on higher education in the House of Lords expects the government's higher education bill to have a relatively easy passage through the House of Commons, however, the role of the Office of Fair Access (Offa) could be a sticking point. It is suggested that while in the House of Commons the issue of variable fees was a major issue, this will not be the case in the Lords, but in the Lords Offa is seen by all sides as an unnecessary piece of interventionist bureaucracy that does nothing that the Higher Education Council for England doesn't already do.

Article Abstract:
An analysis of the nature of higher education and how the UK government's higher education bill will impact on higher education. It is contended that the current education system has had the personal and liberating elements battered out of it by years of ignorant politicians and managers who see education only as a set of functions and tasks to be assessed to produce results that can be aggregated. It is argued that the higher education bill will do nothing to make the situation better and could in fact make things worse.
