Fees and loans funds wind of change
Article Abstract:
The African National Congress (ANC) intend to reform South Africa's higher education system when they achieve power. They want to introduce loans and higher fees to fund expansion and end the discrimination against blacks. The growth in education and training is necessary to make South Africa economically competitive. The ANC want to encourage more students to study sciences and technology instead of the arts, and to attend colleges other than universities. Lack of funding may inhibit these changes.

South Africa has a strong base in First World research, yet needs to help the poorer sections of its population. Ben Ngubane is the country's science and technology minister, and he has to set up a department which will help both the economy and society of South Africa. He is in favor of funding basic research as well as applied and strategic research. He is hoping for an improvement in his budget along with a general improvement in the South African economy.
