A White Paper is being prepared by the European Commission which will include aims on research and training, and the paper will defend a 13.1 billion ecu budget for 1994 to 1998, though this is seen as extravagant by some observers. Spending on research in the European Community (EC) is 2% of GDP compared with 2.8% for the United States, according to Antonio Ruberti, vice president for EC research, education and training. Opposition to the proposed spending plans includes criticism of the amount planned for the Joint Research Centre, which critics argue is out of touch with the market, and the amount planned for information technology research, where it is felt that the lead established by Japan and the US is too great for the EC to catch up.

Chemical formula 'failing industry'
Article Abstract:
The UK higher educational system is not meeting the needs of the chemical industry, a government report argues, and analytical chemistry has been pushed to the background. Though the report, Education and Training for Analytical Chemistry, recommends improvements to courses, there are not enough specialists to implement the report's recommendations. Demand for graduates with skills in analytical chemistry could be greater than supply in the near future, due to health and environmental legislation, according to Howard Shergold from British Petroleum.

Richard Layard is an academic from the London School of Economics who is helping the United Kingdom government in its bid to reduce long-term unemployment. Layard sees unemployment as triggered by the 1970s oil crisis, and persisting in Europe because of the welfare system. He sees education as a key factor since unskilled jobs are disappearing. He is concerned about vocational education in the UK, where he sees too much focus on undergraduate education.
