Article Abstract:
The minister for education and lifelong learning in the Welsh Assembly government outlines how Wales will benefit from designing its own student-support and tuition fee systems. The Welsh Assembly has a 10-year policy for higher education which sets out the goals for the sector, the economy, communities and the individual. Part of this plan includes dispelling the myth that higher education is just for the elite, as well as preparing the way for the aim of giving the Welsh Assembly control over tuition fees prior to the 2006-2007 academic year.

Bill's rough ride to get on the statute books
Article Abstract:
It has taken only six months for the contentious Higher Education Bill, which will force through fundamental changes to the higher education sector in England, to be approved by Parliament. The Labour Government has managed to push the Bill through, despite grave warnings that it could bring down the Government and a rebellion against the Bill by Labour backbench MPs.
