Airing opinions on the atmosphere: local authorities have welcomed government guidance on improving air quality, but improvements are needed before it can be properly implemented

The government draft guidance, Air Quality and Land Use Planning is out to consultation as part of further implementation of the National Air Quality Strategy. Local authorities will have to review and assess local air quality and take action in areas where standards are breached regularly. Cambridge City Council is participating in a pilot local air quality management scheme and principal transport planner Barry Louth believes that the consultation drafts have not come up with anything new. Planning policy for Birmingham, Graham Mitchell feels that planning guidance on land-use should be strengthened.

Estates to be upgraded via the ballot box
Article Abstract:
174 million pounds sterling is to be spent on renovating 23 estates as part of the Estates Renewal Challenge, through three new local housing companies which are expected to become operational in 1997. However the projects are dependent on a favourable vote by tenants. Housing minister David Curry announced the scheme at the Chartered Institute of Housing conference.

Gummer states white paper will loosen controls
Article Abstract:
John Gummer has revealed that the Rural White Paper will expand the roles of parish councils, liberalise development control and protect social housing. Speaking at the Conservative Party conference, Mr Gummer promised that the rural White Paper would mark a transition between phases of conservation policy, addressing improved management and setting new targets.
