Capital Challenge bids under fire
Article Abstract:
UK government ministers are seeking the extension of the Capital Challenge programme, under which the government has offered 600 million pounds sterling of credit approvals for capital investment schemes, to cover more mainstream local authority projects. Civil servants are soon to present a report on the trial first round of the programme, and are likely to state that future bidding must focus more closely on need and have a longer preparation time. Capital Challenge has the potential to assist local councils seeking regeneration funding.

The UK Labor Party aims to promote urban renewal through economic development and planning bodies. Funding is available for renewal programs if these pass quality thresholds. National policy could be aided by the setting up of an advisory board on planning. Keith Vaz is the spokesman on planning for the LaborParty, and he argues that planning is a key function of local government. He is not opposed to the usage of cars nor is he in favor of them.

English Partnerships has built up a generally very positive image under David Taylor, who has recently resigned as chief executive. It has implemented a 225 million pounds sterling development programme, and has played a key role in a considerable number of inward investment schemes.
