Crofting for the upwardly mobile: lowland crofting is spliting Scottish planners, Some see it as a way of regenerating rural land, others as a backdoor route to more countryside houses
Article Abstract:
Lowland crofting has received the blessing of the establishment following the introduction of an advanced lowland crofting scheme at West Harwood in West Lothian. The lowland crofting policy promotes the restructuring of entire farms, with some of the property becoming native woodland, with reamining land split into crofts. It is a way of helping to create the Central Scotland Forest, although it has been criticised by Strathclyde Regional Council, who believe that it is setting a precedent for development not directly related to agricultural use. Pilot schemes have been set up to create 54 crofts.

The partnership waltz

Urban regeneration scheme, Making Belfast Work (MBW), has launched an initiative to encourage deprived communities to improve their areas by forming local partnerships. The publication 'A Partnership Approach to Regeneration' has been released to offer practical advice on operating such partnerships. MBW has invested a total of 145 million pounds sterling on economic, social and environmental problems, with an additional 25 million pounds set aside for 1995/96.

Snapshot plan for the future: ten local authorities are testing indicators of sustainable development to try and prevent green lobying groups hijacking environmental issues
Article Abstract:
Ten local authorities are collaborating with the Local Government Management Board to road test local sustainability indicators on issues such as environmental quality, economic factors and social concerns. The results will show whether communities are moving away from or towards sustainability. Strathclyde Regional Council is developing in house indicators and has launched a major consultation exercise.
