Article Abstract:
Gary Lawrence is an adviser for the Clinton administration, and has set out views on planning and pollution in London, at a conference organized by the Association of London Government. Lawrence argues that it may not always be productive to make owners of land pay for remedying pollution. This could lead top investment moving to the suburbs, with accompanying environmental and social problems. Incentives could be provided for land to be cleaned, or it could be cleaned by the public sector.

'Tougher' targets levelled on waste
Article Abstract:
The government is seeking a 10% reduction in landfill waste during the next 10 years as part of a move towards sustainable waste management as set out in the White Paper, Making Waste Work. The White Paper includes other targets such as making recycling facilities easily accessible, the recovery of 40% of municipal waste and home composting by properties with gardens. However the government has been criticised by Friends of the Earth for not setting statutory targets.
