The 1995 Republican attempt to change senior nutrition programs to a welfare funded program under their Contract with America was dropped, but the programs will be challenged again when the Older Americans' Act comes up for renewal in 1996. Senior Americans contributed $171 million in 1995 to the support of congregate meal sites and Meals-on-Wheels and would prefer not to receive any form of welfare. If made a part of welfare block grants, senior nutrition programs could be more easily cut, thus jeopardizing these life sustaining and economically beneficial services.

Article Abstract:
Wisconsin's Elderly Nutrition Program (ENP) has been instrumental in saving the state millions of dollars in health care costs in its 15 year history. The 635 meal sites where the elderly gather and serve one another have become community centers for outreach to those who cannot come. Proposed cuts under the Contract with America would force the elderly and children to compete for the same limited state nutrition funds, and eliminate 80,000 of the 110,000 people participating in the ENP.

Article Abstract:
Welfare reform legislation should not include senior nutrition programs, which have operated successfully under the Older Americans' Act. These programs, such as congregate meal sites and Meals-on-Wheels, improve the physical and social health of participants and allow them to maintain themselves in their homes. Such social and economic benefits make nutrition programs central to long term care.
