Planners are suggesting two changes in transportation namely full-cost pricing and least-cost planning. Full-cost pricing suggests the full shouldering of the car owner of the cost of road maintenance. The other one pertains to finding cheaper alternatives of conducting business and resorting to mass transportation to minimize gas consumption.
