An outline about the queries that were raised relating to the ability of Arnold Schwarzenegger's delivery on the many promises he made on his first trip to Washington as Governor-elect is presented. Some of the issues have generated partisan controversies on Capitol Hill for the past many years and could set the Governor on the road to collision with the White House.

Article Abstract:
The Republican governor faced complaints that Washington forgave hundreds of millions of dollars in penalties the state has accumulated for failing to follow federal rules that came with federal money. Washington seems more inclined to give extra time to make remedies before incurring future fines.
