Doing more with less
Article Abstract:
California Gov Pete Wilson and state legislators have scored a popular victory with the implementation of class-size reduction in state schools. By limiting the teacher-student ratio to 1:20 from kindergarten through third grade, children were observed to finish their curriculum earlier than expected and have fewer disciplinary problems. Owing to concerns regarding teacher supply, insufficient facilities, and funding, some have suggested delaying the 'incentive program's' implementation for one year. However, an enthusiastic Gov Wilson has proposed to expand funding for the program to enable as many schoolchildren as possible to take advantage of it.

Article Abstract:
Fiscal and economic concerns have been raised against California's snailpaced legislative budget process. Political and economic analysts fear that delays in the budget process may hamper economic development despite statistics which prove otherwise. However, legislators attribute delays in the budget resolution to the restricted participation in decision-making and to tough economic issues that need careful deliberation.
