Energy drain
Article Abstract:
Electricity deregulation is tying up lawmakers in California's state Capitol and preventing them from dealing with other major issues such as education, health care and agriculture. The effort being made to prevent major energy companies from going bankrupt is reducing the state's projected $8 billion state budget surplus.
