Equilibrium and local redistribution in an urban economy when households differ in both preferences and incomes
Article Abstract:
The differences among households in both income and preference are integrated in a model analyzing equilibrium and redistribution in a local jurisdiction system. Analysis is centered on local taxation of residential mobility. Results indicate that there is incomplete income stratification when the heterogeneity in both income and preference is taken into account. This has important implications for cities considering increasing the revenue through property tax. Previous models of redistribution require complete income stratification for equilibrium to occur. The model presented does not have this limitation. Analysis of the effects of the interaction between income tax and property tax on population redistribution will result in incomplete sorting of the population.

On the flexibility of municipal boundaries
Article Abstract:
Research into the provision of local government services has utilized community systems models in which drawn boundaries are central to determining the allocation of land rents within and across communities. Most models are predicated on fixed-boundary theory, but recent flexible-boundary theory contends that landowners can change the jurisdiction under which their land is located. Research reveals that only landowner-initiated detachments meet the criteria of flexible boundary theory. Landowner-initiated detachments of land from jurisdictions are rare because the institutional rules make detachments extremely difficult. Results indicate that the flexible-boundaries hypothesis is invalid.
