Uncertain income and redistribution in a federal system
Article Abstract:
Central redistribution allows the economy to obtain resources and gain stability when jurisdictions in the federal system undergo unexpected regional shocks. However, while local redistribution disfigure labor allocation, it also buffers the economy during the random economic disturbances. This is because with local redistribution, movement of individuals from one jurisdiction to another can ensure the acquisition of the same level of income. In contrast, movement of individuals diminishes the advantage federal redistribution has in addressing regional shocks.

Does parents' money matter?
Article Abstract:
The impact of parental income on the human capital of children is examined using cases where parental income has been affected by luck. Changes in parental income appear to have little impact on the human capital of their children except where fathers have low educational levels.
