Article Abstract:
Redistributive effects were noted under a federal system in which politics exist. Such effects were specifically derived from the interaction of politics at the central and the state levels. At the central level, it was revealed that there is a need for politics to take into consideration the fact that further reallocation of resources is performed by the state only after redistribution is undertaken.
