House prices and the provision of local public services: Capitalization under school choice programs

Article Abstract:

The adoption of a public school choice program, a policy change, is examined to identify the capitalization effects associated with the diminished importance of school district boundaries. Using data from inter-district choice in Minnesota it is found that residential properties appreciate significantly in school districts where students are able to transfer to preferred school districts, whereas residential property values decline in districts that accept transfer students.

Educational peer effects and the Chicago public schools

Article Abstract:

A study is conducted to examine peer effects on the academic achievements of students from the third and sixth grades in Chicago public schools, using variation in school tracking policies. The results indicate that peer effects are quite small, though generally positive and statistically significant, suggesting that policies leading to moderate changes in the allocation of students across classes will have only a limited effect on academic achievement.

School finance, spatial income segregation, and the nature of communities

Article Abstract:

An equilibrium model explaining the relationship between the institutional set-up of education and the degree of residential income segregation is presented. A purely public school system results in substantially more spatial income segregation than a purely private system.
