Leo McCarthy: once more into the breach for a veteran politician
Article Abstract:
Three-term California Lieutenant-Governor Leo McCarthy is making his second bid for Democratic nomination for the US Senate. His campaign advocates tax breaks and employment opportunities for the middle class. McCarthy's public service record has largely afforded him high levels of name recognition, which should offset his unassuming public personality. McCarthy's campaign organizers have positioned him as a Washington outsider and, therefore, more attuned to his constituents' needs than other candidates. McCarthy could benefit from the greater emphasis the nation would put on the presidential election.

The new legislature
Article Abstract:
The term limit law of 1990 has helped the Fresno Democrat Cruz Bustamante to be the first Latino speaker in the California Assembly. Bustamante had helped Latino candidates against non-Latinos initially, but embraced the liberal non-Latino wing of his caucus after assuming office. In Assemblyman Bill Leonard's opinion, Bustamante has more power than the former speaker. However, Bill Lockyer's majority in the Senate will make the Senate the venue of crucial policy decisions. Apart from the term limit, other political factors will influence the future Legislature.

Imbalance of power
Article Abstract:
An imbalance of power between Assembly and Senate, in California Legislature, has been observed since 1990s. The Senate is slowly becoming a place where the real work of law making is taking place. There is a shift of power to the Senate, but the Assembly members deny this and argue that the importance of Assembly will never diminish as long as legislation must clear both the houses in order to become a law.
