Let's get physical! or financial? A study of electricity transmission rights
Article Abstract:
Electricity transmission is being inefficiently allocated despite the electricity industry evolving towards market-based allocations. The fundamental difference between financial rights and physical rights is the ability for physical rights to remove an uncertainty about transmission congestion in a way that financial rights cannot.
