Los Angeles and Congress
Article Abstract:
Los Angeles, CA, may find it difficult to obtain congressional support, whose thrust is to cut federal budgets on urban concerns such as welfare, school repairs, assistance to legal immigrants and public hospitals. With most of L.A.'s representatives Democrats, it is unlikely that the Republican-dominated Congress will prioritize the city's interests in its political agenda. In fact, urban issues are not Congress' utmost concerns. Even Pres Clinton's $5 billion education initiatives did not obtain the approval of the Congress.

Is it a safety net, or a hammock?
Article Abstract:
Millions of common people in California rely on the safety net of welfare. Governor Pete Wilson wants welfare to be a safety net and not some kind of refuge. Wilson thinks that welfare recipients give up responsibility, decline to work and become a burden to the state's taxpayers. Grants have been decreased by 13 percent since Wilson assumed power. Wilson intends to reduce the grants again by 7.7 percent and then by 15 percent after a recipient has received aid for six months.
