Zero tolerance
Article Abstract:
A bill seeking to require the governor to formulate his annual fiscal plan based on zero-based budgeting is set to undergo an initiative ballot in the California Senate. The bill, known as SCA 13, was carried by Senator Jack O'Connell and sponsored by State Controller Kathleen Connell. Zero-based budgeting is an outdated private sector management concept and is considered useless in the development of a public sector budget plan. Senator Connell is being accused of recycling an old budget concept in hopes of improving his chances of getting reelected in 1998.

Taxing matters
Article Abstract:
The California Constitution Revision Commission, a 23-member body, is trying to find a viable alternative for the existing system of financing. California has different tax structures for the counties and the cities, which is complicated by other irregularities in the tax structure. The reconstruction of Proposition 13 and 18 is one of the measures suggested for improving the fiscal system of the state. A proposition to cut taxes and other related plans are also recommended by the committee.

Statistics and welfare reform
Article Abstract:
Researchers have been unable to use statistics to show that any specific factors influence the chances of welfare mothers becoming self-sufficient for any length of time. Several states are experimenting with aspects of welfare reform and have applied for or obtained federal waivers for their individual programs. California Gov Pete Wilson might also do the same, but his efforts will be largely dependent on the results of the Nov 1996 presidential elections.
