Article Abstract:
The concerned California authorities are considering how to repair or retrofit the 12,000 state and 11,500 city and county bridges, many of which were damaged due to the 1994 California earthquake. The California Transportation Department has raised the initial estimate of $650 million to $2.1 billion for the large scale retrofit. Critics of Caltrans feel that it exaggerates the actual cost. Caltrans officials, however, have their own explanations. Possible ways of acquiring such a large amount may include user fees, tolls, gas taxes and floating bonds.

Right or privilege? Dean Andal's crusade to end conjugal visits to prisoners
Article Abstract:
Republican Assemblyman Dean Andal has proposed a controversial bill which would stop conjugal visits to state prisoners. He contended that conjugal visits are a privelege and not a right and that California taxpayers are made to shoulder the expenses so that inmates can engage in sex with their spouses. Critics said that the bill may trigger widespread protests among inmates and stated that the state should concentrate on making prisoners better members of the society. Andal later said that he might limit his bill for those with life sentences.

The Washington-based Bureau of National Affairs is a privately owned information services firm that publishes some 40 different newsletters, policy reviews and regulatory updates on lawmaking policies and state governments nationwide. The firm offers its publications on a subscription-only basis to its customers. The Sacramento, CA, office of the firm currently publishes two twice-monthly newsletters. The success of the firm in California can be traced to its newsletters' impartial and thorough coverage of a single topic.
