The capitol's best: rating the legislators
Article Abstract:
Senator Pat Johnston and Assemblyman Phil Isenberg are the top-ranked legislators in California. This was shown by a survey of legislators, members of the Sacramento press corps, lobbyists and legislative staff who determined the performance of state senators and assemblymen. The group rated all legislators on integrity, intelligence and on other factors that affect their overall performance. Looking at party affiliation, Democrats accounted for 15 of the top 20 assemblymen and six of the top 10 senators. The tabulated results may help voters make their choices in succeeding state elections.

Blundering toward a budget
Article Abstract:
California's budget deficit has grown in alarming proportions because of inadequate tax revenues and an increasing demand for government services. The prospects for growth in 1992 remain dim as unemployment levels continue to rise in the state. The state needs $11 billion in additional money in 1992 in order to match the same amount of services it offered in 1991. Efforts to resolve the state's budget crisis have not been successful as the Republicans and Democrats in the state legislature continue to debate on the proper way to handle the crisis.

Pete Wilson: steering through a sea of woes
Article Abstract:
California GovPete Wilson has had to contend with a string of bad luck that plagued his term of office, making his prospects for a reelection bid dim. His inconsistent dealings with state problems and the strong showing of Democrats in recent polls further lessen his chances of regaining his post. However, analysts do not discard Wilson's determination, campaign talents and his advantages as an incumbent. They also note the governor's recent staff reorganization which may already have created a team to reckon with in the next elections.
