The contradictions inherent in the Prop.34, the finance reform measure instituted in 2000, are highlighted. It is one of the loopholes in the measure that encouraged Cruz Bustamante in his run up to the California governorship to transfer millions of dollars to his 2003 campaign committee, the act which was ultimately judged illegal.

Changing the debate on debt
Article Abstract:
The annual debt service number is notable in the March budget, as it is more than twice the size of annual state borrowing costs. The conclusion suggest that democrats should embrace the debt service as their very own line item and reframe the whole budget debate.
