New alliances
Article Abstract:
The political alliance between Democratic Reps Xavier Becerra and Maxine Waters, both hailing from Los Angeles, CA, could improve relations and intensify the influence of the Latino and African American communities in the state of California and throughout the country. The cooperation between Becerra's Congressional Hispanic Caucus and Waters' Congressional Black Caucus came in response to issues that affect both groups, including immigration, affirmative action, statistical sampling and welfare. The task of the two lawmakers is to unify their constituents on the local level.

Thirty-four of the most influential organizations in California have formed the California Governance Consensus Project to develop a new financial plan for state and local operations. It brings together such organizations as the California Chamber of Commerce, the League of California Cities and the California Teachers Assn in an ambitious effort to improve the government's financial management and ensure the state economy's long-term growth.
