The effect of a private sector on the waiting time in a national health service
Article Abstract:
A steady state solution queueing model was used to examine the health treatment waiting time in the public sector if their is a private sector. By assuming that the health personnel supply is elastic, it was established that a longer waiting time is likely to result from the absence of waiting list admission rationing. Further, it was shown that the waiting time is expected to increase if public sector consultants are permitted to work during their free time in the private sector. Under the absence of any of the mentioned conditions, public waiting time would remain constant.

Article Abstract:
Private hospitals, where individuals pay for services and public hospitals, where services are free to all but delivered after a waiting time, are the parts of the Australian hospital system. Appropriate size of these public and private sectors and the design of insurance policies depend on the extent of adverse selection and moral hazard.
