Budget, NAFTA, Perot heat up partisan battle

Repercussions from the federal budget battle, the political fight over the North American Free Trade Agreement and the activities of opponents such as Ross Perot may have reduced Pres Clinton's political clout as he tries to pass his health care reform plan. Clinton may try to decrease the benefits of the package to try to make it financially more palatable to members of Congress, but this may backfire and alienate the middle class from the plan. In addition, Sen. Dan Rostenkowski, who is seen as a health care consensus builder, may be indicted for misusing government funds.

Providers say steep cuts 'devastating.'(Budget Plan: Much Less for Health Care.)

Congressional Republicans have approved a budget plan that medical care providers say could severely damage the nation's health care system. A proposal calling for $250 billion of Medicare growth reductions is opposed by the American Medical Assn (AMA), which has asked Congress to reconsider its emphasis on managed care for cost reduction in favor of raising the eligibility age, creating a voucher plan and encouraging patient-paid medical savings accounts.

The American Medical Association proposed flexible spending goals as part of its attempt to join the Clinton administration's efforts to reform health care. The association hopes to prevent global budgeting and price control concepts from becoming policy by proposing a negotiated budget system that would use health care spending goals. The association also sought to participate on the health care reform task force, which is led by Hillary Rodham Clinton.
