Budget plan: much less for health care

Congressional Republicans have approved a budget plan that involves large reductions in Medicaid and Medicare spending. The house plan calls for $280 billion in growth reduction for Medicare and $187 billion for Medicaid over a 7-year period. The consequences of the plan could include dropping millions of current Medicaid beneficiaries, and may lead to more use of health maintenance organizations and price controls. The plan also involves cutting funding for the National Institutes of Health and the Public Health Service.

States hesitate on expanding health coverage
Article Abstract:
Several states that planned to expand medical coverage for the working poor now hesitate because of doubts about federal financing. By placing Medicaid recipients in managed care plans, states hope to save enough money to fund health care for uninsured persons who earn too much to qualify for Medicaid. Several governors, including Mike Leavitt of Utah, promised to extend health care benefits to persons earning up to 150% of the poverty limit, but most of these governors are waiting for Congress to appropriate funds.

The Republican Party is proposing budgetary changes to the Medicaid program that would save $182 billion over a seven-year period through the implementation of block grants. Critics warn that the budgetary cuts, amounting to 30%, threaten to destabilize the medical-care system and would result in up to 8.4 million people losing coverage. California cut its Medicaid program in 1982 by 18% and suffered a severe crisis.
