Democratic health care: South Africa's Government of National Unity is being hampered in its efforts to build a new health service based on primary care

The ANC in South Africa drew up a reconstruction development programme in 1994, aimed at providing an integrated and viable socio-economic policy framework. It aims to develop a health service based on primary health care, with emphasis on community participation and empowerment. The Red Cross Children's Hospital in Cape Town has seen increased attendance since the recommendation for free health care for children under six. Many units are poorly maintained as a result of the apartheid regime and some hospitals have financial problems.

Making slow progress
Article Abstract:
Health care professionals can find the process of hospital administration, surgery and discharge very confusing when they are on the receiving end. Nurses need to consider the patient's point of view and take notice of any anxieties which manifest during hospital stays. Out-patients are also often confused by poorly sign posted directions and unsympathetic staff who appear too busy to help or show signs of caring.

A review of medical care in Ethiopia is presented. Health care in rural areas is provided by non-governmental organisations and the health ministry. A project which has introduced a number of schemes to provide primary health care in a rural area is described.
