Does government need the control it is seeking?
Article Abstract:
Many of the health care reforms needed in the US can be achieved without the drastic measures that may be implemented by the Clinton Administration. For example, physicians' fees are already falling and Medicare is saving far more money than expected. In addition, the high numbers of uninsured Americans are somewhat deceiving. Many of the 37 million are young, healthy and only uninsured between jobs. Appropriate solutions for solving the health care crisis include expanding eligibility for Medicaid and building new clinics in underserved areas.

Child abuse redefined: House passes 'Baby Doe' legislation
Article Abstract:
The House of Representatives passed legislation to establish treatment standards for handicapped newborn children. Child abuse was redefined to include withdrawal of nutrition or medical treatment. States must set guidelines to ensure handicapped newborns receive adequate care.
