States chip away at HMOs with regulations, limits
Article Abstract:
States continue to pass laws that prevent health maintenance organizations from curtailing services to patients. For instance, many states require at least two hospital days for new mothers and newborn infants. Several late legislatures are proposing laws to enforce the AMA's Patient Protection Act, which includes outlawing gag rules for physicians. Also, states are proposing rules to allow patients to seek services of outside specialists.

Crumbling Empire seeks new fortune in managed care
Article Abstract:
Empire Blue Cross & Blue Shield of the New York, NY, metropolitan area suffered severe losses from alleged mismanagement, in addition to losing 5 million members to managed care plans. The state insurance department is supervising restructure of Empire, including the formation of two for-profit subsidiaries. An advisory panel recommends that assets of the original nonprofit company be assigned to charitable purposes.
