Pa. physicians incensed over hefty fees for malpractice fund

Pennsylvania physicians are protesting the large fees being required to replenish the state-run Medical Professional Liability Catastrophe Loss Fund, with some of them refusing to pay their share. The fund's surcharges are escalating rapidly, from 50% in 1990 to 168% in December 1995. In addition, for the first time, the assessment of an emergency surcharge of 68% was made in November 1995. Physicians feel that the fund is not being properly managed, but a key factor in rising surcharges is increasing liability costs.

Capitated payments, altered referral patterns and the increasing age of practicing physicians are causing concern for companies that provide liability insurance for doctors.
