Push for managed care regulation gains in states
Article Abstract:
Six states have passed legislation to regulate managed care programs, and New York is edging closer to passing its proposed law. The American Medical Assn had created model legislation on the issue, and more than 25 states have reportedly considered adopting some form of it. Virginia, Oregon, Mississippi, Minnesota, Maryland, and California passed laws protecting physicians' and patients' rights in 1995. New York's Health Care Consumer Protection Plan is expected to be passed in 1996.

Fla. on verge on managed competition; N.Y. ponders bill
Article Abstract:
Florida has passed a bill that institutes the first managed care health plan in the US. The plan establishes purchasing boards in each of Florida's 11 geographic districts to negotiate with insurers and providers. It also establishes advisory groups for utilization review. New York's managed care bill is not faring as well. Physicians there have condemned a provision that would set fixed fees for procedures or cap physician reimbursement.

HMOs face state legislative efforts to reign them in
Article Abstract:
A backlash against managed care has spawned some 400 bills in about 40 states legislatures in 1996 to date. Those attempting to regulate health maintenance organizations (HMOs) claim that HMOs are attempting to profit by denying medical care. HMOs claim that the laws are sponsored by old-guard state medical and specialty societies and backed by health care providers that can no longer compete in the changing marketplace.
