States pushing for oversight of health plans - Blues report
Article Abstract:
States are forging ahead in implementing managed care regulations while Congress continues to debate federal regulation of managed care health plans, according to a report from the Blue Cross Blue Shield Assn. The association says that consumer confusion and anecdotes of health care abuses have fueled the legislative debate. States have passed a variety of laws, ranging from bans on gag clauses to length-of-stay requirements for hospital care.

Clinton confers with medicine's leaders: Congress urged to pass patient bill of rights; support sought from AMA
Article Abstract:
President Clinton has asked the American Medical Association to support his patient bill of rights in an effort to secure Congressional approval. Although 43 states have enacted some patient protections, Clinton is urging passage of the bill to uniformly distribute protections via federal law. The AMA remains concerned about the definition of physicians in health plans.
