The Clinton administration is hoping to repeal two safeguards protecting physicians from fraud-and-abuse charges, provisions enacted as part of the Health Insurance Portability and Accountability Act of 1996. The repeal would be part of the administration's Medicare budget savings. The standard would revert from its revised wording as "reckless disregard or deliberate ignorance of the truth" to "known or should have known" in cases of Medicare rules violations.

Article Abstract:
The American Medical Association was assured by the Health Care Financing Administration that it will develop mutually acceptible physician visit documentation guidelines. The HCFA will ensure that the guidelines provide adequate information to the government without adding undue administration burdens to physicians. The guidelines will be used to assess quality of care.
