The American Medical Assn is among the many medical groups criticizing Pres Clinton FY 1999 budget plan to charge Medicare providers. For example, the plan would mean physicians and other Medicare providers would have to pay the Health Care Financing Administration $1 for each claim or duplicate claim. The plan would also establish a $100 charge on physicians and other providers who wished to join Medicare.

Physicians should reassure patients that the AMA's plan for Medicare legislation would retain the alternative of traditional Medicare options, including the choice of physician. Payments would be streamlined with the elimination of medigap insurance and the possibility of refunds. The AMA's lobbying for Medicare resembles a chess player's strategy in planning future moves.
