Article Abstract:
It is sometimes unclear where exactly the responsibility lies for drawing up and implementing policy in the National Health Service (NHS). Policy is drawn up by government ministers, local health authorities and boards and the NHS Executive (NHSE), and there are often indistinct lines between policy and operational matters. It was traditionally believed that ministers were directly responsible for everything that happened in their departments, but they now seem very unwilling to take the blame if anything goes wrong in the NHS.

Article Abstract:
The new UK Secretary of State for Health faces a difficult task. The new Labour government has moved on the more obvious issues in the health service in its first weeks in office, but the Prime Minister has indicated that he wants major reforms in the service. This may prove difficult in a health service which is under financial pressure and lacking vision, especially as the government has promised to adhere to the tight budgets planned for its first and successive year of office.
