Government opposition and demographic and economic barriers have stymied efforts to create a statewide trauma system in Ohio. Critics assert that the state's abundance of health care resources clearly indicates that Ohio does not need a trauma system, while proponents claim that statistical data regarding traumatic injuries indicates that a state-wide system could benefit citizens. Rural hospitals in the state remain wary of the plan.

Act two: Oregon is one of the few states with a fully integrated trauma system, the result of consensus-building, support from state leaders and public awareness

The bizarre death of Carolyn Winfield was crucial to the creation of a statewide trauma system in Oregon. Although efforts to create a statewide system were underway prior to her death, the media attention garnered from the event made the initiative a visible public policy issue. Oregon remains one of only a few states which have successfully created a statewide trauma system.
