Think twice before turning to Medicaid block grants
Article Abstract:
Medicaid may become a program that will be funded by block grants within the 50 states. Block grants are not the same in every state. These inequities need to be addressed and a national standard introduced. If the demographics within a state change, the block grants should again be evaluated. Medicaid spent most of its money on the Aid to Families of Dependent Children when it began in the late 1960s. It spends most of its money on elderly nursing home care in the early 1990s.

Don't make standards of care a legislated decision
Article Abstract:
The length of hospital stays should be based on the individual needs of the patient rather than defined legislation. Public concern over decisions to limit hospital coverage to 24 hours after childbirth has prompted several state legislatures to propose mandated stays for newborns. This practice could produce unnecessary costs for insurers as well as undermine doctors' medical expertises.
