A test of Wheeler's closed-offer arbitration system: an experimental study
Article Abstract:
This study investigates the impact of two alternative forms of arbitration - conventional arbitration and final-offer arbitration - and whether or not pre-arbitration bargaining information is available to the arbitrator on negotiation behavior and outcomes. Contrary to Wheeler's prediction, participants anticipating closed-offer arbitration neither conceded more nor reached more settlements than did participants anticipating open-offer arbitration. Participants anticipating final-offer arbitration made a greater final concession than did participants anticipating conventional arbitration. (Reprinted by permission of the publisher.)

Contract length, wage indexation, and ex ante variability of real wages
Article Abstract:
This paper proposes a new measure for the insurance value of a cost of living escalator (Cola) - the ex ante uncertainty of real wages over the life of the contract. We use a sample of 3,224 U.S. collective bargaining agreements to find that indexation lowers and large contract duration raises this uncertainty. The positive association of Colas and contract length implies that when workers obtain a Cola, a portion of its ceteris paribus insurance value is diminished through the resulting longer contract length. Police recognition strikes: illegal and ill-fated
Article Abstract:
This study investigates the relationship between strike activity by nonunion public employees and unionization. This study examines strike activity and unionization rates of some 600 nonunion municipal police departments from 1972 to 1978 and finds that recognition strikes occur primarily where bargaining laws provide little or no protection of bargaining rights for municipal police. These strikes, however, do not help nonunion police gain recognition. (Reprinted by permission of the publisher.)
