Changing disciplinary procedures at the Royal Free

The Royal Free Hampstead National Health Service Trust, a British hospital with 3,500 employees, introduced new performance and disciplinary procedures in Dec 1995, emphasizing informal resolution of discipline issues while revising formal procedures. The revised guidelines include clearer capability case procedures, formal disciplinary interview and warning procedures, authorization for individual line managers to conduct one-manager disciplinary hearings, and staff's appeals rights. A joint training program for procedure implementation was conducted earlier in 1995.

New work capability procedure at Reigate and Banstead Council
Article Abstract:
The work capability procedure instituted by the United Kingdom's Reigate and Banstead Borough Council can be an effective way to deal with employees whose substandard performance is not due to wilful misconduct. Such situations often arise when an employee is transferred, perhaps due to reorganization, or when some external influence relating to the employee's personal life is present. The principles, design and implementation of Reigate and Banstead's new procedure are examined.

Extent of temporary working in local government might "harm morale", say employers
Article Abstract:
New research by a local government employers'organization find that official statistics indicate a much higher propertion of temporary employees in local government than in the economy as a whole. Temporary employees now account for one in eight of the local authority workforce, compared with less than one in 15 in the wider economy. This is in part a way of dealing with annual budget uncertainties.
